The scheme, ratified by the PM, clearly stated that it is necessary to develop the sector as a key sustainable and environmentally friendly economic industry.

All economic entities are encouraged to produce and trade in building materials.

The scheme puts forth specific orientations (investment scale, technology, rate of energy and fuel consumption) for every kind of

Output of some building materials by 2020

-          Cement: 112 million tons

-          Building glass: over 200 million m2

-          Unbaked bricks: 30-40% of the domestic building materials

-          Roofing materials: 224 million m2

 building materials.

Under the scheme, large-scale cement mills equipped with modern rotary kilns, mechanized and automatic technologies will be built to save fuels, materials and energies and minimize environmental pollution.

Priority is also given to the production of building glass, especially those products with big size and high thickness, and floating glass.

The scheme places importance on the manufacture of domestic paving materials with special features (anti-steam condense, stain-proof, and deodorization). The productions of industrial timber, fireproof  tiles, and soundproof materials are encouraged.
