Auditing work helps raising state budget

VGP – Up to November 20, the State Auditors’ Office (SAO) conducted 122 auditing cases, including 90 ones finished (80% of the plan), and issued 71 auditing reports. According to these documents, SAO recovered VND 5,020 billion for the State budget.

Today, SAO publicized the auditing results of financial conditions of the Electricity of Việt Nam (EVN); the purchase, management and use of properties in some project management units (PMUs) administered by ministries, sectors and local authorities; and the Hồ Tả Trạch Lake Project in Thừa Thiên-Huế.

As of December 31, 2007, the entire property of EVN was worth around US $1.2 billion. In 2007, its revenue stood at US $3.77 million, increasing 29.57% against 2006.

The group earned a revenue of VND 50,270.51 billion from selling 58,444 million kWh at the actual price of VND 860.14/kWh.

The auditing report showed that, in EVN’s long-term financial investment capital, the sum poured in other activities rather than power production was around VND 3,590.5 billion, equivalent to 7.22% of the investment capital and 4.82% of the total ownership capital.  

SAO asked EVN to direct its subsidiaries to seriously review the late implementation of some investment projects on national power system.

SAO also proposed the Government to properly adjust power prices so as to compensate input costs, create benefits, and assist the poor, low-income users and rural households.

After auditing some PMUs, SAO suggested the revocation and auction of 156 automobiles, 159 motorbikes and one ship, collecting VND 1.827 billion for the State budget.

For the Tả Trạch Lake Project which was designed to facilitate anti-flood irrigation and water supplies for daily and industrial activities, State auditors discovered some serious wrongdoings in making, assessing, approving and bidding for design files and estimates.

SAO proposed a cut of VND 72.623 billion in the approved estimate, recovering over VND 516 million for the State budget and saving more than VND 33 million for contractors.

Penalties against wrongdoers were also suggested.
