All economic sectors eligible for public service delivery

VNGOVNet - Prime Minister Nguyễn Tấn Dũng has signed Decision 256/2006/QĐ-TTg to issue a code for the putting to tender and contracting of public services.

The Decision says that enterprises of all economic sectors, including cooperatives, are entitled to deliver public services through tender or contracting.

The State budget will pay for public services.

The delivery of public services through tender is preferred and must conform to the Law on Tender. Bid winners are supposed to cover themselves the cost of service delivery at the bid price.

Those enterprises given orders by the State to sell services at a fixed price will receive subsidy from the State budget in line with their sale.

Only State-run companies are asked to fulfil public service delivery plans which must be set out on the basis of the previous year's one with quantity, quality and delivery schedule specifications. They can also be considered for subsidy endowments if financially need be.
