Adjustments made to Hai Phong’s socio-economic development master plan

VGP – The Prime Minister recently approved the adjustments and supplements to the master plan on socio-economic development of Hai Phong city up to 2025, with a vision to 2030.

Accordingly, Hai Phong will be developed into a green, civilized, modern and smart port city, with breakthroughs in its economic growth rate; a service and industrial center with high competitiveness; and the country’s focus for marine economic development.

The city will initially develop the knowledge-based economy, while constructing synchronous and modern infrastructure, towards basically meeting the criteria of a first-class municipality by 2020 and satisfying the main criteria of a special municipality in 2025.

Hai Phong will become the nucleus and an important traffic hub of the whole country, with strong connections to the world, the region, and other localities nationwide. The city’s environmental protection and climate change adaptation will be strengthened, towards building a green and environmentally friendly environment and a solid fortress in terms of defence and security.

In terms of economic development, Hai Phong strives to have its gross regional domestic product (GRDP) account for 19.6% of the total gross domestic product (GDP) of the whole northern key economic region and 4.86% of the country’s figure by 2020. The city’s annual GRDP per capita is expected to reach VND86.3 million (US$3,710) by 2020.

Hai Phong’s GRDP structure in 2020 will be 57% for the service industry, 38.1% for industry-construction, and 4.9% for agro-forestry and fisheries; and the percentage points will be 60.8%, 36% and 3.2%, respectively, in 2025. Hai Phong will strive to be among the top ten provinces and cities in terms of provincial competitiveness by 2020.

By 2020, the population of Hai Phong will reach about 2.1 million people, with an urbanization rate of 50-55%. The average natural population growth rate will be less than 1% per year for the period of 2016-2020. The rate of poor households (according to the national standards) will decrease by 0.7-1% annually.
