Accelerating sustainable development in Mekong Delta region

VGP – PM Nguyen Xuan Phuc has recently signed Directive 23/CT-TTg on implementation of Resolution 120/NQ-CP, dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta of Viet Nam.

Resolution 120 stipulates a new vision, strategic orientation, comprehensive, radical and synchronous solutions, to maximally mobilize resources and to attract participation of different economic stakeholders for sustainable development of the Mekong Delta.

After two years, besides positive achievements, the implementation of the Resolution was slow and inefficient due to the lack of attention of agencies and localities to both research work and resource mobilization for solutions to alleviate adverse impacts of climate change and meet demands of sustainable socio-economic development.

Meanwhile, climate change has become unexpected and extreme in combination with increasing exploitation of natural resources in the upstream and internal areas, serious landslides and saltwater instruction. 

Forging sustainable mechanisms

Under the Directive, the PM stressed the necessity to boost regional connectivity during the process of making mechanisms and policies on economic development, infrastructure investment, production connectivity and product consumption. 

The Ministry of Planning and Investment (MPI) was tasked to take the prime responsibility for and work with the Ministry of Home Affairs, the Ministry of Natural Resources and Environment (MoNRE), and localities to research and propose regionally coordinating mechanisms including the establishment of a regional coordinating council led by a deputy PM. 

The MoNRE was assigned to cooperate with relevant ministries and localities to promptly craft criteria for projects and climate change adaption tasks; finalize researches and basic investigations in the Mekong Delta; and soon launch the center on Mekong Delta region database. 

The Ministry of Transport was asked to work with relevant ministries and agencies to put key projects connecting the region with HCMC and Cambodia into operation. 

The Ministry of Agriculture and Rural Development was tasked to work with relevant agencies and localities to rashly finalize the master program on sustainable agricultural development in response to climate change in combination with new rural building in the Mekong Region and submit it to the PM in Q4, 2019 and direct localities to restructure agricultural production towards higher added value and sustainable growth. 

The Ministry of Industry and Trade was in charge of cooprating with relevant ministries and agencies to accelarte renewable energy development, low emission industry, support agro-fishery processing; apply IT, develop e-commerce, and broaden consumption and export markets. 

The Ho Chi Minh municipal People’s Committee was asked to uphole its role as the driving force for local connectivity in the Mekong Delta and South Eastern Viet Nam especially in infrastructure connectivity, economics, investment, market expansion, production consumption, and chain formulation. 

The Government leader required seeking more resources and legal sources of capital for the region, highlighting the significance of a suitable financial mechanism to the sustainable development in the region.

PM Phuc also called for greater efforts in personnel training, human resources development, and scientific research and technological development in service of the regional sustainable development./.
