Accelerating application of electronic toll collection

VGP – Deputy Prime Minister Trinh Dinh Dung has recently issued directions with regards to the implementation of the road use fee collection system in the form of electronic toll collection (ETC) on National Highway 1 and the Ho Chi Minh Road section through the Central Highlands (the ETC project).

The Deputy PM agrees that the Transport Ministry (MOT) and the investor of the ETC project continue to negotiate with investors of build-operate-transfer (BOT) road projects, on the supplementation of road use fee collection stations to the ETC project, aiming to accelerate the application of the ETC form, as requested in the Decision No. 07/2017/QD-TTg dated March 27, 2017, thereby ensuring the rights between the investors of BOT projects and the investors of the ETC project.

He assigns the MOT to determine the revenue payback for the ETC project from the difference between the expense level for organizing and managing fee collection stipulated in BOT contracts, and the settlement value of the BOT projects’ actual expenses for organizing the fee collection annually. If the aforementioned measures have still yet to ensure the feasibility of the ETC project, the MOT shall evaluate the effectiveness of the application of the ETC form. If the overall efficiency of the BOT projects increases, the MOT needs to reach consensus with the Finance Ministry on a measure to use a part of the annual increase between the actual fee collection revenue compared to the projected revenue under the BOT projects’ financial plans, in order to supplement the shortfall in the ETC project’s service price revenue. 

The MOT is requested to work with the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies, in reviewing, clarifying and issuing the expense level for organizing and managing the road use fee collection, which will be consistently applied for all BOT projects across the country in line with the law, ensuring harmony in interests of the State, the people, the investor of the road use fee collection system and the investors of BOT projects.
