Ability-increasing prioritized for civil servants in anti-corruption

VNGOP – Frankness, openness and unanimity were clearly felt in the 3rd dialogue on anti-corruption held by the Central Steering Committee for Anti-corruption, Government Inspectorate and the Swedish Embassy on June 3.

Under the theme "Anti-corruption and Administrative Reforms", the dialogue gave answers to many concerns of the public opinions, international organizations, donors and mass media. It also helped to provide many solutions to speed up anti-corruption in Việt Nam and consolidate mutual assistance between the Vietnamese Government and the international community.

The two main sessions focused on two major topics: (1) progress in perfecting the legal framework on anti-corruption; and (2) anti-corruption and administrative reforms: professionalism and responsibility of civil servants.

Việt Nam now has a fairly complete institutional system for anti-corruption, with a Law and more than ten Decree on anti-corruption. The country has also established a network of steering committees for anti-corruption from central to grassroots levels. The Vietnamese Government pledged to issue a far-sighted anti-corruption strategy in the near future.

According to Swedish Ambassador to Việt Nam Rolf Bergman, Việt Nam can create changes through the national anti-corruption strategy and new bill on public assignment which are drafted within 2008. Mr. Rolf Bergman stressed that these important documents will be a good foundation for Việt Nam to increase its openness and transparency as well as improve the role of administrative reforms in anti-corruption and manpower management.

Administrative reforms, public assignment, recruitment, promotion and salary are key issues put forth by Country Director of the Asia Development Bank Ayumi Konishi.

Advocating these issues, the advisor for anti-corruption from the Swedish Embassy, Mr. Matthieu Salomon, raised four solutions: consolidating the recruitment mechanism; developing a transparent public administration; building a healthy environment to facilitate people’s supervision; and increasing moral for civil servants.
