MIC Minister Lê Doãn Hợp stated that the IT application in State agencies must be close attached to administrative reforms in order to improve their performance, so as to build up a modern, transparent and equal administration.

Under the draft program on IT application raised by the IT Application Center, up to 2010, all State agencies will have their own e-portals to provide information and public administrative services, and 30% of businesses will make online reports. In accordance with the roadmap of e-government development between 2008 and 2010, a multi-purpose high-speed data transmission net will be installed from central to grassroots levels in late 2008.

Since 2008, the MET will pilot e-governance model at four ministries of Finance, Information and Communications, Education and Training, Agriculture and Rural Development, and five provinces (Hà Nội, Hồ Chí Minh City, Đà Nẵng, Lào Cai, and Hải Phòng).
